Goa’s Cabinet has approved the Chief Minister’s MSME Innovation Scheme 2026, extending support on the lines of its startup policy to qualifying non-IT enterprises, according to reporting published on 29 October. Cabinet approval is an important step; it should not be confused with confirmation that applications are open or that assistance has been disbursed.
The initiative addresses a weakness in the way enterprise innovation is sometimes understood. A better agricultural implement, an economical food-processing method or a safer industrial component can create substantial value without becoming a digital platform.
The SME Times believes that innovation policy must recognise improvements emerging from workshops, production floors and practical experience. Entrepreneurs solving ordinary problems should have a credible route to support.
However, widening eligibility on paper will achieve little if applicants encounter definitions that are unclear, documentation that is disproportionate or decisions that take too long.
The SME Times questions how qualifying innovation will be assessed. Will experienced manufacturers receive a fair hearing? Will applicants understand the distinction between routine equipment replacement and a demonstrably improved product or process? Who will explain a rejection?
These questions should be settled through published operational guidelines.
The SME Times recommends transparent selection criteria, practical application assistance and technical panels with manufacturing experience. Support should connect prototype development with testing, certification, commercial trials and customer access.
Government should report applications received, decisions taken, assistance released and products reaching the market. Commercial failure must be assessed honestly, without turning every unsuccessful experiment into a presumption of wrongdoing.
Industry associations should help identify overlooked innovators and connect them with suitable technical institutions.
Recognise innovation wherever it produces useful, demonstrable improvement. A credible MSME innovation policy must reach the workshop—and help its ideas reach paying customers.
