Oscar Fernandes Inaugurates Unified Single Portal for Ministry of Labour & Employment

New Delhi February 14, 2014:-  Union Labour & Employment Minister, Shri Oscar Fernandes today inaugurated a unified single portal here in New Delhi in the presence of Shri Kodikunnil Suresh, Union Minister of State for Labour & Employment and Secretary, MoLE Ms. Gauri Kumar. 


Speaking on the occasion Shri Fernandes said our Governments are continuously engaged in providing basic social protection guarantees, both scheme-based and rights-based to our workforce. He said We have to ensure effective implementation of our labour laws to ensure effective protection of the rights of our workforce and also to ensure them access to various social protection schemesHe expressed the hope that the launch of this Web Portal would prove to be a very effective initiative in that direction. 

The minister said the new portal will facilitate ease of reporting at one place for various Labour Laws, consolidated information of Labour Inspection and its enforcement. The Web Portal will enhance convenience of reporting, transparency in Labour Inspection and the monitoring of Labour Inspections based on key performance indices and provide an effective Grievance Redressal System hyperlinked with Department of Administrative Reforms & Public Grievances (DARPG) portal. 

He said as an initiative on pilot basis, the Ministry has selected the Chief Labour Commissioner (Central) organization, the Employees State Insurance Corporation (ESIC) and the Employees Provident Fund Organisation (EPFO) to start with. Other statutes and State Governments can also join this Unified Single Web Portal subsequently. The web portal is being developed and maintained by the National Informatics Centre (NIC). 

This integrated portal will operate through a Unique Labour Identification Number(Shram Pehchan Sankhya)LIN for each Employer/Establishment. The employers will be allotted LIN (Labour Identification Number) after registration on web portal. The enforcement agency will upload the data of inspection on the web portal which will be updated periodically. 

The Pilot Project would facilitate availability of the field data of enforcement on various enactments of this Ministry, inter alia, for effective implementation and policy formulation. This project is intended to help in refining and testing various processes, in consultation with social partners and State Governments in a pilot mode.
